Is Arizona Going to Reduce the Annual Medical Marijuana Card Fee?
(Alaska, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Hawaii, Illinois, Iowa, Maine, Maryland, Massachusetts, Medical Marijuana, Mexico, Michigan, Minnesota, Missouri, Montana, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, United States, Utah, Vermont, Virginia, Washington, West Virginia, Dispensaries) Medical marijuana card fees vary significantly by state with Arizona having one of the highest in the country. The state reports having nearly 190,000 patients, many of which struggle to afford the state’s $150 annual fee (plus another $100-$150 for an annual state-required medical marijuana doctor certification ), leaving them unable to renew every year. The Arizona Medical Marijuana Act allows the state to charge a fee that covers the cost of operating the state’s medical marijuana program. Currently, there is a surplus of tens of millions of dollars from the program’s fees imposed on patients and dispensaries . The Arizona Department of Health Services (ADHS), if they decided to, could simply decrease the annual fee to a more reasonable amount; for example, $30 – an amount that will still produce sufficient revenue ($5.7 million produced annually from 190,000 patients) for the state while not putting an unnecessary financial burden on the state’s citizens seeking alternative...

U.S. Businesses Are Mellowing out over Hiring Marijuana Users
(California, Cannabis, Colorado, Connecticut, District of Columbia, Drug Testing, Drug Tests, Facilities, Florida, Food, Growing, Maine, Management, Manufacturer, Manufacturing, Massachusetts, Medical Marijuana, Michigan, Missouri, Nevada, New Hampshire, Quest Diagnostics, Recreational, Regulations, Rhode Island, Staffing, Testing, United States, Dispensaries) By Christopher Rugaber, AP Economics Writer (AP) — FPI Management, a property company in California, wants to hire dozens of people. Factories from New Hampshire to Michigan need workers. Hotels in Las Vegas are desperate to fill jobs. Those employers and many others are quietly taking what once would have been a radical step: They’re dropping marijuana from the drug tests they require of prospective employees. Marijuana testing — a fixture at large American employers for at least 30 years — excludes too many potential workers, experts say, at a time when filling jobs is more challenging than it’s been in nearly two decades. “It has come out of nowhere,” said Michael Clarkson, head of the drug testing practice at Ogletree Deakins, a law firm. “I have heard from lots of clients things like, ‘I can’t staff the third shift and test for marijuana.'” Though still in its early stages, the shift away from marijuana testing appears likely to accelerate. Congress Speaks: State Medical Marijuana Laws are Safe Until September 30
(Alabama, Alaska, Arizona, Arkansas, California, Cannabis, Colorado, Compliance, Connecticut, Delaware, Distribution, District of Columbia, Florida, Georgia, Guam, Hawaii, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Medical Marijuana, Mexico, Michigan, Minnesota, Mississippi, Missouri, Montana, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Puerto Rico, Regulations, Rhode Island, South Carolina, Tennessee, Texas, United States, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, Wyoming, Cultivation) Medical cannabis businesses are shielded, for now. State medical marijuana laws and their implementation are safe until September 30th of this year. In a highly anticipated move, Congress extended the protections of the well-known “Rohrabacher-Blumenauer Amendment” (the “Amendment”) last week. This extension is an important political and legal action after Attorney General Jeff Sessions threw the state-legal cannabis industry into a fit from his rescinding of the Obama era Cole Memo in January (he has provided further, largely unhelpful guidance since then). But what impact does the Amendment really have? It could be significant over the coming months, though I am confident that Sessions and other U.S. Attorneys may seek to undermine the spirit of that law as time goes on. The Amendment first passed back in 2014 and has been consistently renewed and extended by Congress in the form of budget riders since then (and this last one is around 2,200 pages ). The Amendment has been construed...

Vermont Becomes 9th State to Legalize Recreational Marijuana
(Alcohol, Connecticut, Delaware, Illinois, Maryland, Michigan, New Hampshire, New Jersey, Recreational, Rhode Island, United States, Vermont, Washington, Cultivation) On Jan 22, Vermont Governor Phil Scott signed a bill into law that makes marijuana legal for adults in Vermont. H. 511 eliminates Vermont’s civil penalty for possessing one ounce or less of marijuana and removes penalties for possession of up to two mature marijuana plants and up to four immature plants for people 21 and older, beginning on July 1. “After more than 15 years of hard work by MPP and our allies in the state, adults in Vermont no longer need to fear being fined or criminalized for low-level marijuana possession and cultivation,” said Matt Simon of the Marijuana Policy Project (MPP). “This is a great step forward for the state and the whole region. Responsible adults will soon have the freedom to enjoy a safer option legally, and law enforcement will be free to concentrate on serious crimes with actual victims. We are looking forward to working with lawmakers and state leaders to continue improving marijuana laws in the Green Mountain State.” Vermont is the ninth state to...

Cannabis Home Grows in Washington State: The Jury is Still Out
(Cannabis, Colorado, Compliance, Growing, Oregon, Processing, Recreational, Regulations, Rhode Island, United States, Washington, Recreational Cannabis, Cultivation, Security) Washington homegrown cannabis The Washington State Liquor and Cannabis Board recently issued a report on recreational cannabis home grows to the Washington State Legislature without making a specific recommendation as to whether the state should legalize recreational home cultivation. Instead, the LCB analyzed the following three proposed option (which options we discussed here ): Tightly Regulated Recreational Marijuana Home Grows. This option would impose a strict regulatory framework. Home cultivators would need a permit to grow legally. Permit holders could then purchase plants from licensed producers. Each household would be allowed four plants and all plants would be tracked in the same traceability system used to monitor commercially grown cannabis. The LCB would impose requirements to ensure security and to prevent youth access and diversion. Both the LCB and local authorities would monitor home grows. Cannabis processing would be subject to the same restrictions as apply to...

Grow Room Air Flow: The Forgotten Bud Stopper
(Cannabis, Products, Rhode Island, United States, Cultivation) Botrytis. Also called “bud rot,” this term can sound like a curse word for the cannabis cultivator. Because this moldy disease begins inside the bud, it can be difficult to identify during a routine inspection. But once it’s present, the bud can take on a brown-grey color, and then the mold quickly works its way outward to all other plant parts, and then, devastatingly, through the rest of your crop. “There are always going to be spores of different molds and diseases,” says John Pratt of Quest Dehumidifiers. “Even at low humidity levels, if you have no air flow and your grow room is stagnant, bud rot can proliferate fairly easily. To break the cycle of mold growth, you want to break up that environment.” When it comes to air flow, the motto should be, “more is better,” Pratt says, meaning: provide as much air flow as possible without actually damaging the plant. While too much air movement can cause steam breakage, leaf tearing and growth in different directions, Quest’s...
