(Facilities, Grow Facilities, Medical Marijuana, North Dakota, United States, Dispensaries) JAMESTOWN, N.D. -- A medical marijuana dispensary could be licensed in the Jamestown area in the next month, according to Jason Wald, director of the Division of Medical Marijuana for the North Dakota Department of Health.The department is seeking applications for dispensaries in the Jamestown, Devils Lake, Dickinson and Minot areas this month and could issue permits in about four weeks.Permits have already been issued for two grow facilities and dispensary facilities in Bismarck, Mandan, Fargo, Grand Forks and Williston. The state reports having nearly 190,000 patients, many of which struggle to afford the state’s $150 annual fee (plus another $100-$150 for an annual state-required medical marijuana doctor certification ), leaving them unable to renew every year. The Arizona Medical Marijuana Act allows the state to charge a fee that covers the cost of operating the state’s medical marijuana program. Currently, there is a surplus of tens of millions of dollars from the program’s fees imposed on patients and dispensaries . Marijuana Decriminalization Bill In the Works After Legalization Effort Fails in North Dakota
(Legalization, North Dakota, Recreational, United States) After an effort to legalize recreational marijuana failed at the ballot box, a North Dakota lawmaker said this week she plans to introduce legislation reducing penalties for possessing a small amount of the drug.State Rep. Shannon Roers Jones, R-Fargo, said under the proposal, people caught with a small amount of marijuana would only pay a fine and avoid creating a criminal record. She said she’s still working out the details of the bill, adding it could apply to possession of an ounce or less of the drug.Marijuana possession is currently a Class B misdemeanor under state law, but there are exceptions for medical use with a valid certification and card. North Dakota marijuana legalization measure fails

The measure failed by a margin of 41 percent in favor to 59 percent against. The North Dakota initiative would have set no limit on the amount of marijuana that people could possess or cultivate. It would also have allowed a system of legal marijuana production and sales, but outlined no rules and regulations for the industry—something that would have been up to state lawmakers to tackle in the upcoming legislative session.
